AI and Human Expertise: A Stronger Partnership for Crime and Military Intelligence聽

The rapid development of artificial intelligence (AI) has transformed the way intelligence is collected, processed and analyzed. AI systems can rapidly organize large datasets, identify statistical patterns, summarize reports and assist analysts in processing information at a speed impossible for humans alone. These capabilities make AI a valuable intelligence support tool. However, despite these advantages, AI-generated intelligence should never replace human-vetted intelligence in criminal investigations or military operations. Instead, it should serve as an aid to human analysts whose experience, accountability and judgment remain essential for producing actionable intelligence.

Understanding AI鈥檚 Data Limitations

One of the primary limitations of AI is that it is fundamentally constrained by the data available to it. AI can only analyze information that is publicly available or deliberately provided through users, connected databases or integrated systems. Unlike human intelligence officers, investigators or military analysts, AI cannot independently verify the accuracy, completeness or intent behind information beyond the digital environment or the databases to which it has access. This creates an inherent vulnerability: if critical information is omitted, censored or selectively reported by the individual submitting the data, the resulting analysis may be incomplete or misleading. While AI itself may not possess personal biases, the human selection of data introduces selection bias, where information excluded from analysis can influence the final assessment as significantly as the information that is included.鈥

Validating Intelligence in Low-Connectivity Environments

Furthermore, AI cannot independently validate intelligence in operational environments where connectivity is limited or nonexistent. Intelligence officers operating in rural or remote regions of the Middle East, Africa, Latin America or parts of the Asia-Pacific often rely on human sources, local radio broadcasts, printed pamphlets, handwritten documents, community observations or face-to-face interactions to collect or corroborate intelligence. Much of this information exists only in physical or interpersonal form and remains inaccessible to AI until a human collector documents and validates it. Even then, the information requires continuous human evaluation to assess source credibility, reliability, operational relevance and consistency with existing reporting before it is incorporated into AI-assisted analysis. In this sense, AI remains dependent on the continuous collection, validation and contextual interpretation performed by trained intelligence professionals. Rather than replacing human analysts, AI functions most effectively as an analytical force multiplier, enhancing the work of those who gather and vet intelligence that AI cannot independently obtain.

The Value of Human Context and Judgment

Human analysts are also capable of understanding context beyond the literal facts presented. Intelligence is rarely about isolated pieces of information; rather, it requires interpreting political, cultural, historical, psychological and operational factors that influence human behavior. While data and analytics provide valuable insights, human expertise remains essential for understanding the broader context behind complex situations. Experienced analysts draw upon professional knowledge, institutional expertise and informed judgement to identify nuances that may not be immediately evident in data alone. By combining analytical tools with human insight, organizations can develop more comprehensive assessments and make well-informed decisions.

Legal Accountability Requires Human Decision-Makers

Legal accountability further reinforces the necessity of human oversight. Intelligence assessments often support high-consequence decisions, including the allocation of military resources, law enforcement operations, surveillance authorities, arrests and, in military contexts, targeting decisions and strike packages. These actions require an identifiable decision-maker who accepts legal and professional responsibility for the assessment. Existing legal systems, military doctrine and institutional chains of command are built upon the principle that human beings, not algorithms, are accountable for decisions affecting life, liberty and national security. AI cannot be held criminally, professionally or ethically responsible for its recommendations.

Strengthening Analysis Through Collaborative Review

Human-vetted intelligence also benefits from collaborative analysis. Intelligence organizations routinely employ peer review, alternative analysis, structured analytic techniques and supervisory oversight to reduce cognitive bias and improve analytical quality. Multiple analysts may challenge assumptions, identify collection gaps and propose competing hypotheses before an intelligence product is disseminated. This collaborative process strengthens confidence in the final assessment and provides transparency regarding analytical reasoning. AI can assist by organizing information and identifying correlations, but it cannot replace the institutional value of human debate, professional skepticism and collective judgment.

AI as a Force Multiplier for Human Analysts

Rather than viewing AI as a replacement for intelligence professionals, it should be regarded as a force multiplier. AI excels at rapidly processing large volumes of information, detecting patterns, organizing intelligence and reducing administrative burdens. Human analysts, however, remain indispensable for validating sources, interpreting context, exercising ethical judgment, accepting legal responsibility and integrating creativity into intelligence production. Crime and military operations are ultimately human phenomena driven by complex motivations that cannot be fully understood through data alone. Consequently, the most reliable intelligence will continue to result from a partnership in which AI enhances鈥攂ut never replaces鈥攈uman expertise and accountability.
