Industry Leaders Launch Strategic Cybersecurity Coalition to Fortify Allied Networks

WASHINGTON — May 19, 2025 — Today six leading technology companies announced the formation of the Strategic Cybersecurity Coalition (SCC), a new initiative which will advocate for  reform to U.S. international cybersecurity assistance programs to ensure the United States can effectively operate with, and over, ally and partner networks, promote the export of American cybersecurity technology and services, and protect U.S. interests abroad. The founding members of this industry-led alliance are ̽»¨ÊÓƵ, Dell Technologies, Forescout, Google Cloud, Trellix, and Velos.

The SCC will focus on optimizing and modernizing antiquated foreign military sales (FMS) and foreign military financing (FMF) processes to include cybersecurity solutions, bringing industry’s perspectives and lessons learned from previous efforts with allied nations. This reform is crucial to ensure the U.S. can enhance collective defense, promote American technological innovation, and deliver cutting-edge cybersecurity solutions around the world, particularly in places most necessary for U.S. operational advantage, including allied nations.

Sophisticated threat actors innovate rapidly and exploit resource asymmetries against targets in the U.S. and across the globe. To counteract these fast-moving and enduring threats, governments must build greater digital resilience across our global networks by deploying sustainable, interoperable cybersecurity solutions at a commensurate pace.

SCC will work closely with U.S. government policymakers to drive reforms incentivizing allied nations to achieve cyber defense capabilities that support U.S. policy interests and adopt U.S. cybersecurity solutions. Advocacy efforts will include joint policy letters, engagement with policymakers, policy-focused events, advocacy with foreign partner delegations, and educational forums.

In addition to advocating for policy reforms, SCC is committed to fostering relationships with key stakeholders, including the U.S. Department of Defense, U.S. Department of State, Congress, and the private sector. The coalition will also prioritize educational campaigns to raise awareness of the need for modernization and reform.

"Cybersecurity is a shared global responsibility, and the SCC will ensure that U.S. companies remain leaders in providing cutting-edge solutions to our allies,” said Craig Abod, President, ̽»¨ÊÓƵ. “The coalition’s work will focus on enabling faster and more effective responses to emerging cyber threats. This coalition will champion U.S. companies' continued development and delivery of cybersecurity services and products."

“Cybersecurity is a shared responsibility that requires collaboration between public and private sectors,” said Matthew Molloy, Director, Mission Management Office at Dell Technologies. “By working together, we can ensure the rapid delivery of cybersecurity solutions that will strengthen global resilience to threats.”

"As a cybersecurity leader dedicated to helping private and public sector customers secure all devices, Forescout is proud to be a founding member of this coalition. We are committed to working with industry partners, members of Congress, the Trump 47 Administration, global governments, and think tanks to reform federal policies and processes. Together, we can deliver the critical cybersecurity capabilities needed to defend our nation and its allies from persistent cyber attacks," said Barry Mainz, Chief Executive Officer of Forescout Technologies.

“We look forward to working with the SCC to provide access for our partners and allies to the most effective tools needed to defend against cyber threats, while championing American technology and innovation in the global cybersecurity landscape,” said Ron Bushar, Chief Security Officer, Google Public Sector.

“The SCC’s efforts are rooted in collaboration, education, and relationship building in the U.S. and globally,” said Thomas Gann, Chief Public Policy Officer at Trellix. “By bringing together policymakers, industry leaders, and international partners, we can establish a more secure and resilient global cyberspace for the future.”
