Secure, Governed Messaging for Federal, State, and Local

Federal employees, agency partners, and contractors are already conducting official business on messaging apps, whether or not their agency has governance in place. The exposure sits in the employee-to-employee, agency-to-agency, and employee-to-contractor conversations happening on channels no one is watching.

The Federal Records Act requires agencies to capture electronic messages and make them retrievable through electronic search, and NARA General Records Schedule 6.1 covers texts, chats, and instant messages. State and local agencies face parallel obligations under public records and sunshine laws and their State Archives retention schedules; in most states, a message about public business is a public record regardless of the platform or device used to send it. Security guidance runs the same direction: CISA's post-Salt Typhoon mobile guidance pushes targeted officials toward encrypted apps, while warning that disappearing-message settings must be reconciled with retention requirements. Agencies are being told to use these channels and to keep the record.

The result: agencies stop treating consumer messaging as a liability to ban and start treating it as a channel they can secure, govern, and defend. Staff keep the apps that get the job done. The agency keeps the record it is required to have, ready before the request arrives.
